I've selected the yellow's territory so you can see his scan range. So notice that he can only see one of my stars - the one at the bottom of his yellow line. Also look at our stats comparison on the right with his ship count and technology difference.
But what's most interesting (and the reason for this post) is that there is a dark blue star nestled in the midst of his, right at the top.
This can only mean one thing - he's in a skirmish of some sort! Now I have no idea whether it is a full blown war or a simple skirmish and whether he is the attacker or defender. Due to light green's position, he has only one way to go, and that's through dark blue. You can see the light green star in dark blue's territory too. That means dark blue has battles on either side of his territory. Any skirmish that yellow is in (that isn't against me), is only a good thing for me. His ship count is too high and needs to come down a few notches. Battles are costly in Neptune's Pride and no-one can afford more than one battle at once.
Just something for me to think about.
